    "content": "Clearly, the manner in which this Government has taken the business of the House for all these many years leaves a lot to be desired. However, having said that, the Chair’s hands are tied. I cannot dissolve the Government. Ordinarily, when a Government does not function in the House, it is dissolved. But those are not powers that are within the Chair or any other institution other than the Executive itself. So, I can only say that, yes, I share the same frustrations with you."
