    "content": "Mr. Deputy Speaker, Sir, yes, I certainly agree with hon. Odhiambo-Mabona, my very good friend and sister, that all youth issues squarely fall within this Ministry, as, indeed, I have acknowledged this in my answer. I have also acknowledged that the Ministry has not had a specific programme on these suicidal tendencies. Therefore, it has not been able to prepare appropriate responses, including psycho-social support to the young people. That is why I also indicated very specifically that I have just initiated discussions within the Ministry. My dear sister, hon. Odhiambo-Mabona, of course knows that I am hardly a couple of weeks old in this Ministry. I am still finding my handle. One of the first things I have done especially in view of this particular Question has been to initiate discussions with the Department of Youth Development, one of the departments in the Ministry. I believe that through the discussions that we have started, we should be able to develop a very comprehensive programme to substantively respond to these kinds of issues including establishing the psycho-socio responses in this regard."
