"content": "Mr. Deputy Speaker, Sir, I beg to move that the Elections (Amendment) Bill No.2 of 2012 be read a Second Time. The object and reasons as stated in the Bill have already been read by the hon. Members and I am sure they understand them. I do not intend to bore the hon. Members with what is so elaborately indicated. This Bill is meant to streamline the rules towards elections that have to be held early next year. There are a few contradictions between this Bill and an earlier amendment. It also tends to be discriminatory between those who are to be elected and those who are to be nominated. This Bill is basically meant to ensure that there is order. Mr. Deputy Speaker, Sir, I beg to move and I request Dr. Khalwale to second."
