    "content": "Mr. Speaker, Sir, during recruitment, there are certain criteria that must be fulfilled and the recruits were admitted on that basis. But as the recruits were leaving college, it was necessary for them to provide some additional information to enable them to be factored into payrolls and other relevant documents. The information that was required had to do with Personal Identification Numbers (PIN) to be procured from Kenya Revenue Authority (KRA) and birth certificates. Only those recruits who did not have those documents at that point in time were given time off to go and get them. They went and got the documents. So, the conditions were fulfilled. So, there is no problem up to that point."
