    "content": "Mr. Speaker, Sir, when you look at that anomaly together with what I mentioned earlier on and the 99 vehicles that were imported and which the Ministry refused to paint with AP colours, then something sinister comes up. I think there was an abuse of the process of the recruitment of APs. Mr. Speaker, Sir, I want to draw the attention of the Assistant Minister to Chapter 85 of the Administration Police Act and specifically to Section 4 on Appointment of Administration Police. It says:- “The District Commissioner of any district or any area within which the Minister may, by notice in the Gazette, approve the appointment of administration police may appoint fit and proper persons to be officers of the Force within that district or area.” Since now it appears that the recruitment of APs is lopsided and it is subject to abuse, when was this section changed to enable the Ministry to recruit directly without going to the DCs?"
