    "content": "Mr. Speaker, Sir, I am appalled by the answer from the Minister. This is a perennial thing. Year after year when the rains come, there is increased production and the prices that are paid to farmers go down. They have to pour down some of the milk and yet KCC, which falls under his Ministry, cannot plan so that farmers are not exploited and excess capacity can be taken from the farmers. I cannot wait for us to go into County Government so that we can take charge of our destiny."
