The reason I was late was because I wanted the Government officers to provide me with a substantive answer, which would most probably have satisfied hon. Kabogo’s request. Without casting aspersion on the officers in my Ministry, I felt that they had not done a good job because there are certain questions I had asked, and they had promised that they would give me an answer that would satisfy hon. Kabogo. As you have ruled, given a chance until tomorrow, I will come with a substantive answer. I sincerely apologize for having let down my colleague, Mr. Kabogo and the Chair."
