    "content": "Mr. Speaker, Sir, there is s serious problem in the country at this time because people are using arbitrary administrative boundaries that have been created over time. Some of them have changed five or six times over the last seven to eight years to translate them into community land. They have done so to try to cleanse certain ethnic communities from certain areas because, according to them, the bigger blocs of the ethnic communities are in another county. This, in itself, is like the same situation we have in Garissa."
