    "content": "Mr. Speaker, Sir, first, I would like to deny the allegation that I am misleading the House. I know of two cases involving two persons born by the same parent. According to the information they gave to my officers, they were born on the same day yet they were not twins. Those two cases are being handled. They have been told to re-apply because they said that they did not understand what the officers were doing. So, we have given them a second chance to apply. We have cases, which have nothing to do with northern Kenya but rather with some border towns. Somebody would fill in an application form but somebody else from across the border would come and get photographed. So, you find that the bio-data on the application form, including the fingerprints, belong to a different person from the one who is photographed. So, these are some of the cases the Ministry is dealing with."
