    "content": "The Chairman of the Departmental Committee on Finance, Planning and Trade could listen to me. As, I said, right now, you have seen somebody bring me a letter from the Attorney-General and he is saying that according to our Constitution--- Let me, first of all, start by saying we wanted to allow Kenya Revenue Authority (KRA) to retain its commission instead of paying everything to the Treasury and then the Treasury giving back the commission. But I have just received an opinion. I had asked the Attorney-General whether it is constitutional or not. I have just seen a letter from him saying that since KRA is not a State body, therefore, it cannot be allowed to retain its commission. Therefore, I will request the Chairman also to withdraw his amendment. I want to withdraw mine. It is unconstitutional according to the letter I have just received from the Attorney-General. I can read the letter from the Attorney-General. That will even be better."
