    "content": "Mr. Temporary Deputy Chairman, Sir, I am leaving in about three, four to five minutes, but Professor will ably do so. However, since I am here and I know that this has been a very touchy issue, we thought that we should address it through an amendment. What has been happening is that KRA has a lot of difficulties with the Ministry of Finance. In fact, there are times when they do not even have enough money to run the place. So, we said that since they are doing such an important function, they are collecting money and yet they are not being enabled to do that very important function of collecting revenue for the country, we should make it easy for them by allowing them to withdraw a specific amount or to withhold a specific amount from whatever they collect. I think it makes a lot of sense."
