    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 45 of the Bill be amended by deleting the proposed new sub-section (2) of section 2A and substituting therefor the following new sub-section- (2) A person who breaches a condition prescribed under sub-section (1) is guilty of an offence and shall be liable, on conviction, to a fine not exceeding five million shillings or to imprisonment for a term not exceeding five years or to both. This is with regard to scrap metal. The punishment, as it is already proposed in the Act, is too lenient because of the damage to the economy and the effect to the industry. From the Kshs1 million that is proposed as penalty and three years imprisonment, we are now proposing Kshs5 million as the penalty or five years imprisonment."
