When companies are winding up under whatever circumstances, the Kenya Revenue Authority (KRA) must be given authority to seize or pre-collect, so that if anybody is aggrieved the courts are there. What this was trying to cure was to avoid the Enrons of the world. But it is unfortunate that he has the powers and has withdrawn it.
