When you invest money, you want to invest it where there are going to be returns. I think that if you are putting your money in any financial institution, even as a Government, you would like to put it somewhere where there is a return. The Government should not be excluded from making such decisions. My only problem with this is that it is not structured in such a way that the basic structure of the financial market is put into consideration. In Uganda, there was a time when they had two windows in the financial market. Creating those two windows did not quite help because it was not properly thought-out.
