The fact is that even as I held discussions with Permanent Secretary, Ministry of Water and Irrigation; they have said that they have no power over the 3,000 acres given to NYS because it is under a different Ministry. When we requested as leaders that this land reverts to the public, they said that it has first to revert from NYS to NIB for it to be given to the public. The letter I wrote in March was followed by another one on 18th May, 2012. I just want to quote one paragraph where I said: “Meanwhile, thousands of residents who are expecting to be allocated the land are burning with anticipation and a situation of unease is developing which might explode and result in the residents acquiring the land unprocedurally”. Who is better informed in terms of the dynamics of Bura Constituency and the public there than the Member of Parliament? I informed the Ministry via a letter I wrote in May, but they still have the audacity to say that they are not aware. Because I know of the Budget allocation – I sat in this House and we approved the Budget – there is no budgetary allocation for the development of the 3,000 acres under the NYS. That is why the Ministry of Water and Irrigation and NIB are irrigating a further 2,000 acres when they know that the 3,000 acres are facing the possibility of being taken over for the proposed plan. I request that you refer this Question to the Departmental Committee on Agriculture, Livestock and Co-operatives, so that they can respond to these matters for the Government not to lose money any further, and for the Exchequer to be saved the loss of money."
