    "content": "Madam Temporary Deputy Speaker, my good friend from Kisumu Town East knows that the Minister for Trade and the Ministry do not have prosecutorial powers. However, I can say that anybody found with materials that you have mentioned like telephone wires and electric cables commits a criminal offence even under the various statutes that this House has passed. I will find out from the relevant arms of the Government that deals with investigations and prosecutions where the case could be. Lastly, the review of the Scrap Metal Act of 1959 is ongoing and those with concerns and information like the hon. Member are welcome to forward to us any value- adding material that can make it better to administer our scrap metals."
