    "content": "Minister is asked by the Chair to make sure that he is present to deliver a statement, and without any reason, he decides that the attention required by the House is not necessary. I wish to request that you find this gross misconduct on the part of the Minister. I, kindly, request that he appears here in the afternoon with the Ministerial Statement. I have been sitting here since 9.00 a.m. waiting for him to appear but he is not here. This is my first point of order. My second point of order is on another Ministerial Statement I asked from the Minister for Finance regarding the issue of clearing transit cargo. He promised that he would issue that Ministerial Statement this morning. You realize again that Mr. Githae is not here, although he had promised to issue the statement himself. What I am trying to say is that this Coalition Government is not working. It is not ready to come to work. We are now held at ransom or hostage by the Government side. I again ask you to find that this is gross misconduct on the part of the Minister Githae, and that he should be asked to appear this afternoon and explain to the House why he did not come in the morning and to also issue the Ministerial Statement in the afternoon."
