    "content": "The issue is that all these programmes are going on but the main issue is that they are not really anchored or linked to a legal framework. Why then do we want to have this social assistance programme? The reason we have avoided calling it social protection programme is because of what I said in the beginning; that social protection would then have to include the insurance and security aspects which the members would have to contribute some money to. But this Social Assistance Bill is purely one that the Government or donors and the beneficiaries would not be making any contributions of their own. Mr. Temporary Deputy Speaker, Sir, we are saying that the justification for needing a Social Assistance Bill is basically as we said, to address the issues of Article 43 of the Constitution which clearly has stated that every person has the right to the highest attainable standards of health which include the right to healthcare services, rights to reproductive healthcare, the right to accessible and adequate housing and, of course, to a reasonable standard of sanitation. That is really from a rights-based approach to providing these services to our citizens."
