"content": "Mr. Temporary Deputy Speaker, Sir, what will be the sources of funds? It is any funding that is provided by bilateral and multilateral donors for the purposes of the Fund and monies that may accrue to or vest in the Authority in the course of the exercise of their function. I am sure that you are all aware that we put this way since being a Private Member’s Bill, we cannot commit Government money. But we have all the time consulted with the Minister on the same and we hope that they will chip in at some point and commit some money into this Fund. Mr. Temporary Deputy Speaker, Sir, Part 5 deals with the miscellaneous provisions which include offences, general penalties and the power of the Minister to make regulations. Clause 40 clearly states that a person is guilty of an offence if he or she makes a false or misleading statement in any application or report under this Act or makes an application or report that by reason is of non-disclosure of the facts, is false or misleading. In other words, it clearly stipulates those that may misuse the Fund by, for example, fraudulently trying to get money from the Fund or cashes a cheque for assistance to which the person is not entitled. All the offences are clearly stated in that clause. That in essence without going into too much detail is what the Bill is about. It clearly shows what the National Social Assistance Authority will do. It will be acting as the sole agent and bring together all the various cash transfers and services that are currently being delivered from different Ministries or agents. They will all be put under one roof. Mr. Temporary Deputy Speaker, Sir, I beg to move and request hon. Millie Odhiambo to second this Bill."
