    "content": "Again, I would urge under Clause 5(3) that we provide for a person who has at least five years of experience so that we enhance youth participation and employment because I think by five years, you have appropriate experience. I also want to thank hon. Laboso for providing in Part 3, that there is a whole list of persons who qualify. They include orphans and the vulnerable children, poorer elderly persons, unemployed persons, persons with disability by acute chronic illness and generally, persons with disabilities. I am very particularly interested in D, the persons disabled by acute chronic illnesses and that will take care of persons with HIV and AIDS and persons that are living with cancer especially given that we are in the breast cancer month. Mr. Temporary Deputy Speaker, Sir, very recently, I lost a dear friend, Mary Onyango, to cancer. In her memory, I know how much money it took and she actually introduced me to that world and how difficult it is to deal and manage cancer. I lost a very dear young friend, Nyakia, again to cancer very recently and very many people die from cancer and are not able to access healthcare. So, if the Government could provide a category of disable persons by acute chronic illnesses, we should also then configure the disabled very broadly not to just say that you are also disabled because you are not able to move but that you are not able to do things in the same manner that every other person can. In Clause 20, I will want to encourage that we rethink about it and expand it because there are elderly persons who are taking care of young children. If you look at Clause 21 very clearly, it does not really cater for them because the proviso is there that the elderly person must have attained 65 years or has been neglected or abandoned or lives on begging, yet it does not take into account the older persons who are taking care of children whose parents have died. I want to say that I am very happy with the provisions that provide for punitive measures for persons who abuse this law, because then they will be taking advantage of an opportunity that is given to the most vulnerable in the society. I want to encourage that the fine of Kshs100,000 be enhanced to Kshs500,000, so that we will not have people taking advantage of this well intentioned Bill. Finally, I am happy to see the Minister for Gender, Children and Social Development, Dr. Naomi Shaban, whom I know is also very positive to issues of gender and children. I am happy that at a time such as this, she is sitting at that docket. I want to encourage her to emphsise Clause 35, so that the Government could provide, as the Mover has indicated, the funds from the Consolidated Fund. With those few remarks, I beg to second."
