The best way is for a Member of Parliament to come, like Dr. Laboso has done, to put a system that promise and gives a way that can consolidate a programme that will benefit those very people. Therefore, as Parliament, we are telling the country that, indeed, we accept this, but it is not to be reliant on the ad hoc interventions of politicians or even welfare groups. The welfare groups like the constituency offices, the social development officers and other social managers will give the information and the data possible, so that we feed into the national system and then we download the benefits to those that qualify. I support this Bill knowing that it is very timely. Again, I want to congratulate Dr. Laboso, for bringing it to the House."
