    "content": "Again, they mentioned the ad hoc interventions that need to be coordinated. Then, of course, Mr. Mututho made the plea for the 95 year old woman. So, if not for nothing else, we should pass this Bill just to save a situation like that. There have been very good suggestions. Even when it comes to disbursing the money to these people, the cheapest way is the new technology of M-pesa. It is an important technology which is known internationally. It is our own Kenyan system of disbursing money. It is a very excellent suggestion and a cheap one. Mr. Kathuri also mentioned about the maids. We should also find a way of including them. Mr. Minister, I want to agree with you that we have talked severally with you. I do not think that my Bill is in conflict with your suggestions. Allow the Bill to continue to the Third Reading. As you have clearly seen, up to this point, we have not included funding from the Government. As we continue to converse together and to agree on how we are going to proceed, I am sure we will come to an understanding. I, however, would wish that the Bill continues as we had rightfully agreed in this House. A Private Members Bill will continue until such a time that the initiative of the Government comes in. We will then find a way of merging them. Otherwise, I want to thank everybody for all the support. This is a very important Bill for all of us particularly us, Members of Parliament, who have become the social security in our constituencies. I beg to move."
