    "content": " Mr. Deputy Speaker, Sir, I would like to apologize for coming late. Mr. Speaker, Sir, I beg to reply. The Higher Education Loans Board (HELB) is not able to offer loans and bursaries to students in oversees universities because there is not enough money. I would also like to make it clear that since 2011, with the increase of Budget allocation, we have been able to support students in East African universities. The only hope for us to support all the students who are out there is for us to get more money from Treasury."
