"content": "Madam Temporary Deputy Chairlady, Regulations 33B and 33C deal with the ambiguity of what documents the Kenyans residing outside would be using. We are saying that they would be using the same documents and forms that the Kenyans voting in this country will be using mainly the valid ID and valid passports. This is a decision that the IEBC had not made. In sub-regulation 33D, we are saying that they would use valid passports and national identity cards. In āeā, we are saying that the IEBC might use workers in the Kenyan embassy abroad as registration officials but cannot use political appointees to do the same; mainly the ambassadors and their deputies or the High Commissioners and their deputies. That is the import Regulation 33E. In Regulation 33F, we are saying there are types of elections. The IEBC was not able to make a decision and state clearly in the regulation what elections the people in the diaspora are going to be involved in. So, we have said that the type of elections are only presidential and referendum for this coming general election. That is the import of the proposed new regulations that the Committee would want the House to adopt."
