    "content": "Mr. Speaker, Sir, while I agree with what the hon. Member is saying, he should also realize that it is not the duty of the Ministry to continue supporting water companies. The water companies should be able to support themselves. However, when they cannot afford some of the expenses that they incur, the Ministry comes in to support them. As much as it looks like battering services, we have actually supported them with much more than what we owe them. Therefore, it is a question of them paying us and then we can pay them. I do not think they are in a position to do so."
