    "content": "Mr. Speaker, Sir, in this very same House, we passed the Water Act (2000). Those water companies are supposed to be independent and do their own work. However, I have to answer questions every other day about water companies that have failed to pay their debts. The Ministry then comes in to support them. Now, when the Ministry comes to support them, nobody says that they Ministry should not support them. I am now surprised that the hon. Member is asking that the Ministry should pay this money when he, himself, also knows that we have been supporting the company to the tune of Kshs334 million against Kshs167 million."
