It is just in the books that the Director of Water Services is the one who is charged with the responsibility of ensuring that all those water companies work. Where they do not work as expected, then the Director must come to their support and to their aid. This is what he did. Therefore, I do not see how the Director would be expected--- I know this company will still have some problems. They will still come to the Director for support. Once that happens, the Director will still give support to the water company."
