"content": " Madam Temporary Deputy Speaker, let me first of all start by commenting my learned senior, the Minister for Education for the tremendous work that he is doing in this Ministry. He is running a sector that is at the core of this country, both in terms of developing personnel and driving us towards the realization of Vision 2030. We are all aware of the enormous challenges that face education in this country, but it is also good to see that we are making very deliberate legislative efforts towards realization of the beautiful dream encapsulated in the new Constitution of this Republic. It is a Constitution that, in a very clear and express manner, recognizes education as a human right; it is an entitlement to every child in this country. Therefore, we should view this Basic Education Bill as part of our broader agenda of implementing the new Constitution and bringing the benefits of the new Bill of Rights to the people of this country."
