    "content": "Madam Temporary Deputy Speaker, I also want to congratulate the Minister for remembering Early Childhood Development (ECD). Indeed, as hon. (Dr). Kosgei says, many of us who benefited from that had an early start in education. You will find children who are joining Standard One with absolutely no knowledge of what is in a school and you expect them to compete at par with the children who have had a head- start of five or six years of education. So, I thank the Minister for making provision for that."
