    "content": "Madam Temporary Deputy Speaker, we are allowing these officers to act in those positions by choice. I am not short of officers that would replace them in six months. Instead of forcing them to exit after six months, we can always put the next senior-most person. In most Ministries, we always have at least two people who are competent enough to act in those positions. Breach of our own regulations is different from the constitutional provision that would, otherwise, force them to exit the public service."
