    "content": "Mr. Temporary Deputy Speaker, Sir, as you are aware, Dr. Khalwale is very well versed in parliamentary issues and some of the programmes that the Government engages in. Members passed an Act here, the National Youth Council Act of 2009, which clearly stipulates what programmes the youth and the Government prioritize in terms of what we want to achieve. There must be a framework to deliver that. However, that does not stop private individuals from also coming up with their own programmes and drive them, so long as they are allowed in the country. That programme was not channeled through the Ministry of Sports and Youth Affairs or any other youth organization through which we could have captured it officially. There are so many and not just by the United States Government."
