Muthama, there are two things; you can clearly see that this Regulation does not have an amendment and there was nothing that could have stopped you from preparing one, so that we would now be discussing an amendment that you have made on this Regulation. As it stands, it is a Regulation without an amendment. That is one point. The second point is that, from what I see, the court ruling you have mentioned only addresses itself to Section 22(1)(b); about post-secondary qualification. It does not say anything about Section 22(2), on the president and the deputy president, who still require academic qualifications. So, what I am really seeing is that deleting it would mean that we would not be able to ascertain the qualifications of a president or deputy president."
