    "content": "Madam Temporary Deputy Speaker, recently, doctors and teachers were on strike and the Government said that it did not have money. After children were home for three weeks, the Government came up with money. Where did the money come from? Why is the statement of the Salaries and Remuneration Commission that enables the Treasury to release all this money when there is pressure not tabled before the House? What is the problem? Why can the Government not tell the Salaries and Remuneration Commission what the Budget is, so that they can use it to rationalize salaries of all Kenyans, once and for all?"
