    "content": "Mr. Speaker, Sir, on behalf of Amb. Affey, I rise to ask a Ministerial Statement from the Minister of State for Planning, National Development and Vision 2030 regarding the failure by the Ministry to undertake the Kenya AIDS Indicator Survey (KAIS) October, 2011, in the counties of Wajir, Garissa and Mandera. In the Statement, the Minister should:- (a) Explain how the failure to undertake the survey would affect the prevention, treatment and care services of HIV/AIDS in the counties; (b) Confirm that this will not deny the three counties of donor funding towards HIV/AIDS programmes; (c) Confirm that this was not an act of discrimination against the people of the three counties contrary to the values enshrined in the Constitution; (d) Assure the House that the Ministry will not exclude the three counties from future surveys."
