    "content": "is our chairman did not know the results. The results were brought to the plenary and the decision was made about one hour before we got here. We did that to maintain confidentiality and also to ensure that there was no speculation. Mr. Deputy Speaker, Sir, finally, I am convinced personally being who I am and having a long history in the Civil Service that the process was open, fair and actually the people who were appointed, were appointed on merit and there was regional diversity. With regard to the issue of gender, I know this may not have come out strongly but I would want to say this; in these appointments in totality, if you look at them, we managed to have 40 per cent of the top positions occupied by the other gender; the ladies. By doing this, we have surpassed the threshold given by the Constitution. So, in short, the next two top positions are held by ladies. So, in a short while, I think they will be at the top. As I conclude, I would want to congratulate all those who have been appointed to these positions and request that they work with dedication. Hon. Members, I want to say that it was important for us as we considered those who applied to be able to motivate the members of staff who are working within the Parliamentary Service and for them to aspire to higher positions that we gave consideration to our working staff. All in all, they performed very well. They were actually on top in all the lists. They came top of all the people who were interviewed. With those remarks, I second."
