    "content": "It was extremely difficult for them, for example, to go to police stations. If there was a complaint, there was no way they could enter a police station to find out the conditions, or if a prisoner was being held there without being taken to court. In fact, I remember one of the commissioners who came to me, because he had gone to one of the police stations to wave the legislation and say that the Kenya Human Rights Commission had authority under the law to inspect the police station. The police officer told him that: “You may have the law but I have the power. So, you can wave your law but so long as I have the power, I am not going to allow you to enter the police station”."
