    "content": "the Kenya National Human Rights Commission has some sort of recognition from the United Nations Treaty on Human Rights, and that it is an “A” class accreditation. Mr. Temporary Deputy Speaker, Sir, it was felt that if, perhaps, we dilute it, we may lose that particular accreditation. That does not matter. What matters is whether we are breaking the Constitution. Are we against the Constitution, which says very clearly what I have quoted? Are we in violation of the Constitution? The Minister is a guru in this area. He knows very well. So, perhaps, he can tell me, because I am concerned. Are we passing something which, in fact, may be seen not to have been provided for by the Constitution? Having said so, I would like to appeal to this House not to approve this Bill in its present form. I hope that the Minister will consider the remarks I have made, and other presentations made by the Kenya National Human Rights Commission and other bodies. Thank you, Mr. Temporary Deputy Speaker, Sir."
