    "content": " Thank you, Mr. Speaker, Sir. To be honest, I would like to reiterate that hon. Kabogo has said the truth in so far as the fact that I have been feeling very frustrated. I have been frustrated for the reason that, one, the Speaker actually ruled that we were supposed to have travelled, but it was not possible for the Ministry to facilitate us in terms of per diem, tickets and all that we needed for the team that was supposed to have travelled. Mr. Speaker, Sir, in terms of the frustrations, that is what I told him. But in terms of my vehicle, that was with a light touch. In terms of the issue as to whether I mentioned to hon. Kabogo, yes, I told him that my frustration was that I was not able to travel as we had discussed when you ruled on this matter. But as I was walking in, an officer called me and told me that the Permanent Secretary – and indeed he is not in the office – had travelled the day before yesterday on this matter as he is conducting his other business. Mr. Speaker, Sir, I believe that if by Tuesday we do not have a precise answer on this issue, then I would come and tell the House that I am unable to solve the problem."
