    "content": " Mr. Speaker, Sir, I beg to reply. (a) Yes, I am aware that compensation funds from the Ministry of Water and Irrigation for Chebara institutions forwarded to the Ministry of Education for onward transmission are yet to be fully released to the institutions as envisaged. So far, Kshs117,812,471.60 has been released. This has been occasioned by the disbursement formula earlier agreed between the management of the said institutions and the Ministry, where the release was to be in tranches upon submission of certificates on the progress of works on the side which was to form the basis of replenishing the school accounts. (b) I am not aware that the contractors on site have stopped construction works for non-payment. (c) The requisite paper work for authority to release the funds by the Treasury is in progress. As a matter of fact, they are done. The Ministry will, therefore, disburse the entire outstanding amount totaling to Kshs.182,187,528.40 to Chebara Secondary School’s infrastructure account No.1128202239 or once the Treasury avails the funds.
