    "content": "Mr. Speaker, Sir, I agree with the hon. Member that the construction of that road started that far. I also want to inform him that at that particular period in time, the Ministry of Roads as directed by this House was undergoing institutional reforms. In the process, the issue was overlooked to submit an Environmental Impact Assessment report that had been prepared. That caused the delay in the construction of the section of the road. Mr. Speaker, Sir, yes, it may not have been Phase I and Phase II, but I want to indicate that financial resources also control the extent a contract can go in the construction of a road."
