    "content": "Mr. Speaker, Sir, I agree with the Member. There is a requirement that every construction of a road must receive a licence from NEMA. Even for a road which is being maintained, they must obtain a NEMA licence all the time for the simple reason, which they give, that climate change and topographical issues are changing every time. That is a requirement which we have to contend with. We have even started some works late because of having to wait for licences from NEMA."
