If you look at the Constitution, Article 240, the council which orders the deployment of the military it is stated that:- “The Council shall report annually to Parliament on the state of the security of Kenya.” Mr. Speaker, Sir, this Constitution was promulgated in August 2010. From August 2011 it is one year. August 2012 is another two years. Is this submission part of the annual report to the House or is it just brought by the fact that they have done atrocities to the Kenyan people? He needs to confirm that.
