    "content": "Mr. Speaker, Sir, in this meeting, chiefs were called to listen to the planning of this meeting. Why did somebody not think that the chiefs would go and warn the Turkanas on the impeding raid and the revelation that there was a plan? Why would the Government go to a heavily militarized area with recruits? If it was planned, why did they not get enough firepower to protect their own lives? Why do it with reservists, first of all? Why do it with only one senior officer? Could it also be confirmed, therefore, that somebody was setting up this massacre to happen? The chiefs knew they would go back and warn people to get ready and that they did not send enough troops as per rules of any combat."
