    "content": "Mr. Speaker, Sir, I promise that we will bring a substantive Motion against this Government over the death of our people. I want the Minister of State for Provincial Administration and Internal Security to confirm to the nation that there is a Provincial Security Committee based in Garissa, there is a District Security Committee based in Garissa and the law provides that for any operation to take place, the concurrence of those two committees must be sought. I want the Minister to confirm to the country whether the death, destruction, killing, raping and the looting by the Kenya Defence Forces (KDF) in Garissa was sought from the committee. If so, he should table the minutes."
