    "content": "Mr. Speaker, Sir, while I appreciate what the Minister is saying and agree with him that he does not entertain cattle rustling in his region, there is cattle rustling going on in Kenya. That is what we are concerned about. I asked him a very direct question, value for money. Why is it that even to buy a Land Rover to be used by our security men, it is a security budget? What is so secretive about buying a car for the police? That is the question we are asking. That is how we pay more than we should for very simple things. So, I am asking him, when are security hardware and software going to be subjected to the supervision of this House in terms of competitive bidding, so that Kenyans can get value for the money they spend, and so that he can even have the moral authority to ask for more money?"
