    "content": "Mr. Speaker, Sir, I was saying that the new Constitution did not intend to either punish anybody or make anybody lose in this country. Therefore, the issue of the chiefs, assistant chiefs should be addressed so that the anxiety that appears to be there is cleared. Mr. Speaker, Sir, the anxiety is increased by some of the political utterances that we make when we go out there. We should leave the institutions which are charged with responsibilities in Government or in the country to deal with this rather than going to issue statements that I see some of us issuing out there; that some of them are going to be clerks or workers of others. That should not be there. So, I am saying that this issue should be addressed very quickly, so that they can know where they lie because we need them."
