    "content": "Mr. Speaker, Sir, I want to express my serious disappointment by this Assistant Minister. Failure to plan is planning to fail. This is what this Government is planning. It is planning to fail us in petroleum production, exploration and exploitation. How do you account the fact that we have Vision 2030 where we already have the Lamu Port-South Sudan-Ethiopia Transport Corridor Project (LAPSET)? If they can plan for Vision 2030, my good Assistant Minister for Energy cannot plan for a product that is going to be commercially viable in less than three years. Are you satisfied that this Government has any serious intention of supporting oil exploration in this country? When will they do a petroleum master plan that will take into account training, so that we can expect this thing in good time; that will ensure that revenue sharing arrangements have been made, so that we get to know these things early enough before even the commercial production takes place? This is what other countries have done; it is only in Kenya where we wait for the last minute as they always wait on that side of the House."
