As stated earlier, this Authority, which will become a very powerful authority will be at the helm, and will need to allow the participation of the counties. It is very clear that the Constitution has provided that the agricultural sector is mainly a county function. The services in the agricultural sector have been devolved to the counties. We would also, therefore, like the counties to participate."
