    "content": "Mr. Temporary Deputy Speaker, Sir, the SME Authority established under this Bill is charged with the responsibility of facilitating economic development by SMEs, establishing links between SMEs and the relevant support institutions. In conclusion, the contribution made by this sector of job creation for the GDP and as a result of poverty reduction cannot be over-emphasized. It is my solemn duty or our solemn duty to support this industry. Such support will create an enabling environment for economic growth and sustainability. When you talk about market for what they produce, I think this country must rise to the occasion and agree or force the Government to procure or to buy a given percentage of whatever is grown in the parastatals, Ministries or prisons from this particular sector. Mr. Temporary Deputy Speaker, Sir, we shall be giving this sector a home, security, serenity and certainty. It has taken a long time to think and consider them but I am glad we focused our energy where it is needed. I have been helped by many people to put this paper together. I would like to thank them all without singling them out for specific mention. I would like to thank the stakeholders who have been instrumental in the development of this Bill; the Ministry of Finance, Ministry of Trade, Ministry of Industrialization, Ministry of Labour and my own staff at Inoorero University. With those few remarks, I beg to move that the Micro and Small Enterprises Bill, Bill No.54 of 2011, be read the second time. Thank you."
