    "content": "Mr. Temporary Deputy Speaker, Sir, I want first of all to take this opportunity to thank the Mover of this Bill, Mr. F.T. Nyammo. This is a Bill that is extremely important for the development of this country. This is a Bill that will spur a lot of economic development in this country, realizing that most of the economic activities in this country are centred on micro and small enterprises. As he has indicated, more than 90 per cent of the economic activities in this country are centred on micro and small enterprises. It is, indeed, unfortunate that this country has taken so long to come up with a legal and institutional framework. You know very well that the Jua Kali industry in this country has played a very commendable role but they have not had a legal and institutional framework. Therefore, it is important that this Bill is supported so that we can have a legal and institutional framework that will be able to spur the economy of this country through this channel. Currently as it has clearly been stated in the Bill, we do not have a legal framework. So, this Bill is establishing a legal and institutional framework. Therefore, it is important that we support this. We know as we go to the devolved government system, we are going to promote a lot of small and micro enterprises at county level.
